China aims to improve its industrial structure and energy-consumption structure and significantly increase utilization efficiency of energy resources during the 14th Five-Year Period (2021 – 2025), according to an action plan released by the Ministry of Industry and Information Technology (MIIT), the National Development and Reform Commission (NDRC) the Ministry of Ecology and Environment on Monday.

The country will build a batch of green factories and green industry parks, conduct R&D, pilots and promotions of a batch of low-carbon and zero-carbon technology products and lay a foundation in the industrial field for achievement of carbon-peaking goals, according to the plan.

By 2025, China’s energy consumption per unit of industrial output will drop by 13.5% from 2020-level and carbon emission per unit of industrial output will declined a faster pace that the overall decline in the society and carbon emission intensity in key industries will be decline significantly, according to the plan.

China aims to increase the proportion of new energy and clean energy motor vehicles in the total new auto sales to around 40% by 2030 and carbon emissions of passenger cars and commercial vehicles will declined by more than 25% and 20%, respectively, from 2020-level, it said.

China will focus on controlling fossil-fuel consumption, promote reduction and replacement of coal in the sectors including steel, building materials, petrochemical and non-ferrous metals in an orderly way, promote efficient and clean use of coal, according to the action plan.

The authority will conduct guidance for more gas consumption, reasonably guide increase in gas use in industrial fields and as chemical materials, and promote hydrogen energy’s production, storage and transportation, it said.

The government encourages companies and industrial parks to use clean energy nearby and support eligible companies to construct their own “sola+storage” power plants, according to the plan.

China will strengthen recycling of renewable resources, improve management of the industries recycling scraps of steel, non-ferrous metals, paper, plastic and tyres and encourage qualified companies to publish carbon footprint, according to the action plan for achieving China’s carbon-peaking goals.

China will extend the industry chain of renewable resources’ deep processing, promote high-efficient recycling of steel, copper, alumnium zinc, nickel, cobalt, lithium and tungsten, it said.

The country will also study technological and implementation routes for recycling of retired PV modules and wind turbines, and promote construction of a power battery recycling system, according to the plan.
