China to accelerate construction of electric vehicle charging facilities along highways – government action plan

China will accelerate construction of electric vehicle charging facilities along highways, part of efforts to meet NEV owners’ charging needs and help achieve the country’s carbon emissions reduction goals.

Service zones of all expressways in the country, except those in extremely cold and high-altitude regions, should have basic EV charging services by the end of 2022, according to an action plan released by the Ministry of Transport, the National Energy Administration, State Grid of China and the China Southern Power Grid on Thursday.

By the end of 2023, national and provincial trunk highways’ service zones with conditions will have basic charging services, according to the plan.

By the end of 2025, charging facilities at service zones of expressways and national and provincial trunk highways will be further optimized and the density of the facilities will increase further, with areas along highways in rural areas effectively covered, and a charging facility network with fixed facilities as the main body, mobile facilities as supplement will be formed by then, according to the plan.

In addition, the number of charging piles or the space reserved for charging piles in every expressway service area should be no less that 10% of the total number of parking lots for small passenger cars, according to the plan.

Currently, among China’s 6,618 expressway service zones, a total of 13,374 charging piles have been built in 3,102 service zones, said the ministry.

The ministry’s data showed that China had 10.01 million NEVs on the road as of June, with the number expected to expand to 25 million in 2025 and 80 million in 2030. 

The China Association of Automobile Manufacturers (CAAM) said that the number of NEV charging facilities has reached 3.92 million, up 101.2 percent year-on-year.  

China has set up 3.92 million NEV charging piles, the most worldwide, as of June, according to the National Energy Administration.
