East China’s Zhejiang province to remove restriction on household registration, aims to increase urbanization rate to 76% by 2027

Eastern China’s Zhejiang province, one of the country’s most developed regions, will remove restrictions on household registration, or “Hukou”, except in the provincial capital of Hangzhou.

Apart from the urban areas of Hangzhou, the province will fully remove the restrictions on attaining local household registration, according to a policy document published on the Zhejiang government. The five-year policy will be effective from July 22.

People will be allowed to apply for Hukou according to their habitual residence, which supports non-locals and rural migrants to settle and enjoy all the social benefits provided by city governments to city dwellers, it added.

The authority aims to encourage those with rural household registration to relocate to urban areas, which would boost the urbanization rate. According to the policy document, the urbanization rate of Zhejiang’s permanent residents should rise to 76% by 2027 from 73% in 2022.
