China’s commercial and financial hub of Shanghai will build China’s leading intelligent connected vehicle innovation and development system with a market scale of 500 billion yuan ($72.1 billion) by 2025, according to an action plan released by the city’s government.

About 70% of Shanghai’s new cars will be equipped with Level 2 and Level 3 autonomous driving systems by 2025 and level 4 cars will be commercially available in limited areas and specific scenarios, according to the plan.

The current system divides the driving automation levels into five: L0, emergency assistance, L1, partial driving assistance, L2, integrated driving assistance, L3, conditional autonomous driving, L4, highly autonomous driving, and L5, fully autonomous driving.

The action plan also included exploring sustainable operation models for intelligent rental vehicles and commercial operations to facilitate the commercialization of driverless taxis. A number of robotaxi companies, including SAIC’s Xiangdao Mobility, Baidu, and Pony.ai, have already launched passenger-carrying tests in Shanghai.
