The city of Qingdao in eastern China's Shandong province becomes the latest which relaxed property curbs but changed mind shortly after, underscoring difficulties faced by local governments due to weakening economy and tightening fiscal revenue.

The local real estate regulator in Qingdao announced last week that homeowners would be allowed to resell theirs house two years after purchase, compared to five years under the previous rules. However, the regulator said Tuesday that houses bought after April 18, 2018 will still be subject to five-year resale ban.
