China to promote unified national market, to attract foreign investment – commerce ministry official

China will promote the construction of a unified national market and make greater efforts to attract and utilize foreign investment, said Zhou Qiang, director of the Department of Market System Construction of the Ministry of Commerce, at a press conference on Monday. 

The country will continuously expand market access, reasonably cut the negative list of foreign investment access, and further remove or relax restrictions on foreign investment, he said. 

China will take advantage of the pilot free trade zone, Hainan free trade port, national pilot demonstration of expanding and opening up the service industry, national economic and technological development zones for early and pilot implementation and leading role, deepen reforms in relevant areas and steadily promote the system-based opening-up, it said.

The unified market which is a fully open market to the world and provides a better environment and a larger platform for all types of market players, including foreign enterprises, said Zhou.

The ministry will promote a high level of opening-up, attract global resources into China’s large domestic circulation, keep existing foreign investment and attract more high-quality foreign investment to bring the quality of trade and investment cooperation to a higher level, he said. 

The ministry vowed to create a first-class environment for foreign investment, implement the Foreign Investment Law and national treatment of foreign-invested companies, focus on areas including government procurement, bidding, standard-setting, study policy measures to ensure equal participation of foreign-invested enterprises, he said.
